Start with investigating to to rice exporters and importers in the rice trade. I would also look at seasonality of this commodity.

very interesting price. I have decades of stock experience but I don't know anything about this except that based on my predictions about inflation, food production etc the price around 12 appears to be a good long entry price.

Any idea why july rough rice futures are up so much last few days? Is this driven by short supply in the US? Is it because of the flooding in Arkansas or more because of countries curbing exports and logistics hampering delivery etc due to covid?

Look at the Member's Sentiments: 80% Bullish, 20% Bearish, yet Rice futures are at multi-year highs. If you are a farmer and believe prices should be higher to cover all the costs of producing rice (e.g., equipment, etc.) then you should have been aware of those costs long before you went into agriculture. It is NOT the responsibility of U.S. consumers to go bankrupt during a pandemic just to cover your costs, when you have received bailout after bailout. If you are a small, family-owned farm, then blame tRump for most of those socialized agriculture checks going to larger corporate-owned farms.
