Does the Buy or Sell Summary refer to the Base or the 2nd currency? Eg, if the NZD/AUD summary is BUY - does that mean to purchase AUD with NZD?

I believe it means buy the firs currency with whatever cuurency, as the prediction is it will rise against the second currency.
