Biden acted after the U.S. Senate on Friday approved spending legislation for several government agencies just hours before current funding was due to expire.

keep ukraine aid out and maybe till get approved.
The US can spend a little money today to aid Ukraine or spend a lot of money & lives tomorrow to fight Uraine + Russia.
They won't agree to any budget regardless if Ukraine is included or not. It's short term spending bills from here on out, or maybe if Trump is elected. Emphasis on maybe as dysfunction is likely to continue in the House and Senate with or without Biden or Trump. High ranking legacy republicans that had supported Trump are leaving the GOP.  They see the writing on the wall.
Ukraine already lost this war. They no longer have any fighting age men left to send to the front. Russian troops are capturing 70 year old men and 14 year old boys huddling scared in bunkers.
