Investment Strategy

The investment seeks to provide investors with as high a level of income exempt from federal income taxes and from personal income taxes, if any, for resident shareholders of Pennsylvania as is consistent with prudent investment management and the preservation of shareholders' capital. The fund invests at least 80% of its net assets in securities whose interest is free from federal income taxes, including the federal alternative minimum tax. It only buys municipal securities rated, at the time of purchase, in one of the top four ratings categories by one or more U.S. nationally recognized rating services.

Biography	Tom is Co-Head of Goldman Sachs Asset Management's Global Cash and Fixed Income Portfolio team which is responsible for managing assets in excess of $370 billion across cash, traditional, and alternative fixed income strategies with teams in London, Tokyo, and New York. Prior to taking on this role, he was Head of the Municipal Bond Portfolio Management team that is responsible for over $25 billion in assets. He joined the firm in 1999 after spending over 13 years with the Franklin Templeton Group of Funds where, most recently, he was Executive Vice President and the Director of the Municipal Bond Department, responsible for assets under management in excess of $50 billion. Tom has served in a number of leadership positions for various industry groups including the Vice Chairman of the Municipal Securities Rulemaking Board. He received a B.A. in Business Economics from the University of California, Santa Barbara, and a M.S. in Finance from Golden Gate University in San Francisco. Tom also received the Chartered Financial Analyst designation.

Biography	Jennings was a manager at Franklin's municipal trading desk and ran several Franklin tax-free funds. He joined Franklin from Dean Witter Reynolds, where he was a first vice president and manager of the municipal institutional-bond department. He was also first vice president and manager of the western-regional municipal-bond department for Prudential. He has more than 30 years of investment experience.
