It moves depending of the volatility of the S&P Index. When the SP is going up than the VIX goes down, and when the SP expected to go down or is going down, than the VIX go to the sky. Whatch out here because the real meaning of volatility is a price that is changing relatively fast during a period of time, doesn't care if in the end the price is higher, lower or the same.

amazing how HVU always announces a stock split right around the time, VIX is about to take off from an extreme low......(it's rigged!)
