Yes, these is forward POINTS. They have to be added or subtracted to the spot rate to give you what will be the projected value for that period. They are in thousnds. So if you look at USDZAR 3W FWD, that have a bid of 539.5000 (points. Add that to spot of 11.6377: 11.6377 + 0.539 = 12.1767.
