It means the Japanese Central bank pushing all the Japanese commercial banks to buy Japnaese Stocks or U.S Stocks.

Awakening, but don't forget that the majority of the debt that Japan held is in a domestic hands...if this sense a policy change to some kind of tightening not sure in which sense and whether is sustainable.
