One explanation might be that the IMF withdrew a loan of over 30 billion SDRs in 2019, worsening the country's financial situation

One explanation might be that the IMF's biggest loan to Argentina (of over 30 billion SDRs) was withdrawn, worsening the financial instability of the country.
