BRUSSELS (Reuters) - The World Trade Organization (WTO) on Monday formally authorized the European Union to impose sanctions on the United States in retaliation for subsidies to planemaker Boeing (N:BA), the European Commission said.

"The European Commission is preparing the countermeasures, in close consultation with our member states," EU trade chief Valdis Dombrovskis said in a statement, adding that he was still negotiating a way out with Washington over European subsidies to rival planemaker Airbus (PA:AIR).

"In the absence of a negotiated outcome, the EU will be ready to take action in line with the WTO ruling," he said.

WTO is a political org. 1 is at country level n the other is local. Airbus recieved money from spanish central bank via loan w low interest rates. US states give tax cut to lure companies into their states. Us gov has no control over states taxes, only Federal tax.
Also, the WTO does not make a decision, they remain with the countries. If the organization's actions lead to the withdrawal of the United States, it will become an organization of China and several European countries. Without the support of all markets, it will no longer be a global organization. Countries that benefited from it will lose part of the market
