Trump expected to exclude undocumented migrants from U.S. census

WASHINGTON (Reuters) - President Donald Trump is expected to soon issue an executive order that would ban undocumented immigrants from being included in the 2020 census count of every person living in the United States, a source familiar with the matter said on Friday.

The source, speaking on condition of anonymity, had no details of the order.

The exact timing of the order was unclear. It was not expected to be issued on Friday, the source said.

The government's census count helps in determining where taxpayer money is spent for building public facilities like schools, hospitals and fire departments, as well as calculating states' apportionment in the U.S. House of Representatives.

The Trump administration has long sought to use the census as a vehicle to identify, and possibly limit the political power of, undocumented immigrants. In 2018, the administration said it would ask respondents to the 2020 census whether they were citizens, a move ultimately nixed by the U.S. Supreme Court.

At the time, immigration advocates argued the question would frighten Hispanics and immigrants into abstaining from the census, potentially costing their communities political representation and federal aid dollars that are doled out based on population.

Republicans close to Trump also wanted citizenship data so that conservative U.S. states could more easily exclude non-citizens when they redraw voting maps in the next round of redistricting, according to documents uncovered https://www.reuters.com/article/us-usa-census-redistricting-insight/republicans-want-census-data-on-citizenship-for-redistricting-idUSKCN1RK18D during litigation on the citizenship question.

Trump's power to limit the counting of immigrants is questionable. Longstanding Supreme Court precedent has interpreted the U.S. Constitution as requiring that U.S. House districts be based on total population. State-level legislative districts don't necessarily have to include non-citizens, but they are drawn by states, not the federal government.

A move by Trump to unilaterally change the rules would likely be met with litigation, said Jeffrey Wice, an attorney, census expert and Democratic redistricting adviser.

They're still using infrastructure and resources, so it's worth counting them. More data is more useful than less data. The census is used for many things, including how federal money is allocated. Conservatives keep talking about "illegals voting" but the census has nothing to do with that since everybody knows that only citizens can vote.
I go 5 mph over the speed limit and I get in more trouble than somebody who committed felony immigration fraud in a democrat-run state. Democrats only care about power and getting voters, they do not care about the means just the end.

good, because if you are here illegally - yes it is a felony to commit immigration fraud - then you should not qualify for federal subsidies and government representation. the same way i would expect that if i was in another country illegally i would not be given the same rights as legal citizens. nothing to do with racism, everything to do with immigration fraud. many people immigrate legally and do everything right, and democrats just pander to criminals who try and cheat the system through illegal actions.

Plopseven i agree. This is not the right forum for this conversation however i still advise all to write to your STATE congress and governor and demand that your state sue for the right to limit federal government tax rates and allow the taxpayer to select what their taxes can be used for when they file. Our current federal representatives have not been doing their jobs and have ignored the broad interests of their constituants for too long. They have guided the federal government down the road towards insolvancy and engaged in pork barrel spending practices that benefit only themselves, corporate chieftans and their wealthy patrons.
