Does Crown Castle own poles? the public utility or the municipality "own poles" Crown and American Tower hold the rites to use 1000s of poles around the country Post

In US poles are owned by various entities, but pole attachment fees are regulated. This prevents unsightly pole proliferation and levels the playing field....sort of
