After 2008 the banks have to pass stress tests so it doesn't happen again. If their investments/ loans are to risky compared against their liquidity they get restricted until they liquidate it or bring their cash balances back up.

plus in 2008 most of the mortgages were high risk w/ variable rates where today 90% of them are fixed.
