no, capital controls are the reason, always have been (the graph has the same constant downward slope since April). Still not an open market, still not a real rate. "paying in RUB" (meaning having a Russian bank convert USD/EUR to RUB) has absolutely zero real impact. If Russian A bank sells USD/EUR or Russian B bank does it, it makes no difference, so if the clients "buy in RUB" or not, it makes no difference. The difference is made by IMPOSING to Russian exporters to sell USD/EUR or NOT.
For a country that is a net wxporter this currency super strength is not useful ,, they should bring down rates to 7/8% and let the ruble go back to near 70 which will be more beneficial for the economy

not for long. when oil price moderates later this year, and imports re-routed, it will come back to previous range 70-90. 1. Next month another rate cut.2. Russia will not let currency appreciate for too long since it hurts budget balance and exports.3. Look at previous crisis in 2014. after initial spike there was a drop too, then easing again over time.
