It jumped because it reached the settlement date and they started trading the following contract month. As to why the contracts are higher I assume it is because we are approaching spring and historically construction starts to pick up, however with the current situation as it is who knows what is going to happen

James Shelley I would answer yes.  Looking at the historical data, it appears the daily historical price listed would match the daily spot price of the front month (or spot month) daily price.
